President Mujica excluded articles 3 and 4 of the expiration law from the investigation of the physical disappearance of Julio Castro.
According to Alberto Breccia in the afternoon of the 18th of August president Mujica signed the decree which excludes the case of Julio Castro from the expiration law. The request had been made by family members in December of last year.
Julio Castro was a prominent teacher whose efforts were focused on rural education. He was also founder of weekly newspaper Marcha, led by journalist Carlos Quijano. Castro was arrested on 1st August in 1977.
Flavio Tavarez Freitas, a Brazilian journalist assured that he was arrested in the clandestine center “La Casona” together with Castro, and it is believed that Castro died on August 3rd in 1977 due to the wounds caused by torture.

It has been 57 days since my husband’s disappearance, I haven’t received any communications and none of my communications with the authorities have been answered. My husband is Julio Castro, teacher in school Sanguinetti. I am sure you must remember him for his exceptional warmth just as Julio Castro always remembers you as the young school boy” says a letter sent by Zaira Gamundi in October 1977 to the Dictator Gregorio Alvarez , published by the website Red Latina Sin Fronteras.
